Due to the high number of taxpayers who owe the IRS money, the IRS has contracts with Private Collection Agencies (PCAs). According to the IRS:
The PCA has been authorized by the IRS to assist you in making full payment of the amount you owe. If you are unable to pay the outstanding balance in full, the PCA may establish an installment agreement for you within IRS guidelines.
If your account is assigned to a PCA, the IRS will send you a letter with the PCA contact information. The PCA will also send you a letter.
What the PCAs Can’t Do
The collection agencies are not authorized to abate or adjust tax, penalty, or interest owed, enter into tax settlement/Offers in Compromise, or make other judgment decisions regarding your tax account. This includes the filing of federal tax liens, serving levies, or other actions described in this publication.
If you want to pursue a tax settlement, contact a tax settlement company or the IRS directly, do not attempt to proceed with the PCAs.
